        <p>A spectroscopic method is based on the measurement of populations of nonmetastable levels of atoms and molecules in a gas discharge and on the solution of population balance equations relative to concentration and temperature of electrons using available data on cross-sections of different processes. An example of formation of balance equation is given.</p>
